The NCAA is considering a lot of rule adjustments with the biggest being a modification of penalties for celebration DURING plays. Currently, "taunting, baiting, or ridiculing an opponent verbally" is a dead ball foul. Penalty yardage automatically moves to the next kickoff. If the rule is changed, the penalty would be a live ball foul, which would take away the touchdown, and the penalty would be marked off from the spot of the foul.

The rule change wouldn't do anything to what happened in the 2007 Florida-Georgia game. It would have an impact on dives into the end zone and high stepping down the sideline.
The other interesting rule change would allow for both teams to wear their colored jerseys during games. This would only happen if both teams and the conference agreed. Normally, the home team wears a colored jersey (except for LSU and sometimes Georgia Tech) and the away team wears a white jersey.
Obviously, this wouldn't work when Georgia played Alabama, Arkansas, and maybe South Carolina. However, it would work for the Florida, Tennessee, and Auburn games. The impact on high-def TVs would be that the colors would look more splashy on the field. It did look good when USC wore red and UCLA wore blue in the Rose Bowl Stadium this year.
